New Lor'Tac costumes available for lvl 30+?

Hello,

While standing in Hognis Mine, I saw two players with the new available costumes of Lor'Tac.
However, those players were not anything like lvl 45 plus, but rather much lower, in between 33-36 range...
Since they can't enter Lor'Tac so easily without having the lvl requirement, I wonder how they managed to get a copy of at least one of those costumes. Please see the links listed below to have a look yourselves.

Every champion-mob got a chance of dropping that now. A developer-mistake but they have chosen to keep it like that. Anyways that does mean that any champion-mob can drop it, so lvl 30+ can get their costumes, even lower lvl's can, I guess...

It's a "feature" {cough}bug{cough}. Not only can Lor'Tac Guardians/Protectors drop the costumes, but also any champ with the guardian skill. It was either a case of drop the costumes from the R162 release and delay them (again) until R163, or just let it slide. Given how long players had to wait for the costumes to be available in the game, option #2 was chosen.
